It’s Chinese. I can’t read the mark, and it might be a copy of an earlier Dynasty mark. You should find it on the Gotheborg website of 20thC Chinese and Japanese marks.

From the photos it looks like a hand coloured transfer printed design with a black transfer printed border round the neck, but it might all be handpainted. Looks like a Republic Period piece - c.1920s-80s but if it’s all handpainted it could be earlier but the face is the best guide to dating and this one looks modern to my eye.
