Looks like a 20thC Satsuma moriage potpourri vase from Japan.

I guess post 1921 - I think Nippon was no longer used and Japan replaced it.

I was tempted to say post-WW2 but I think 'Foreign' replaced Made in Japan

i think foreign was used to indicate goods exported from Japan post WW2
