That’s what I thought when I first saw it but much heavier and different glazing on neck. German or Italian?

The base matches other Marazion pots, and there are some with white necks. Bubbling like this can be the result of too much tin in the glaze, so I suspect it was unintentional.

Probably way off here, but could it have been an all-over honeycomb glaze that someone has over-painted? The main decoration doesn't seem to fit with the top and inside, and zoiming in on the black shows it to be a bit streaky in places, more than I'd expect had it been dipped in black glaze but about right for brushwork. Would a potter really paint all that black rather than dip it?
