Art Deco Vase, magical land

Unusual decoration. Background is painted and a bit flaky.
Magical land design - not sure if handpainted or transfer with details added?
Mark looks like N18 162 or could be 8IN the other way up and 162. No luck googling these so far.
Guessing something like Crown Devon

I think its another incarnation of this deco cold painted pottery.
Brentleigh ware and similar.

I thought Crown Devon until I saw the base.

Cold painted for background makes sense. I can’t work out how the main design is done. It’s slightly raised up when you feel it. Surely too laborious to do by hand?
