Stoneware, decoration a bit patchy.
No Mark - just checking in case I’m missing that it’s someone known and good ( otherwise it’ll be sent away! )

Ignoring it's bottom, I like it. The glaze and decoration looks lovely, to me at least.

From the colour of the clay and the finish on the base I'd guess French
