Twit twoo who are you ??? Empty Twit twoo who are you ???

Does anyone please know who made this lovely owl jardiniere.
He is just lovely so I’d love to know. He has a mark to the base but it’s not very visible.
He is about 40 cm diameter so he’s quite a big fella.
