Vase ID please, possibly IX or XI on base plus other marks.

Hi, please can the more knowledgeable amongst you tell me more about this vase? It has been in the family for years, & I only noticed it had a mark on the base the other day whilst having a clean. The mark looks to be either IX or XI, but does have other markings too, so please see photos.
