Intriguing piece. It looks somewhat overworked for a small bowl. All that decoration takes time. A religious souvenir which people might be prepared to pay a lot more for? The cross in the centre vaguely reminds one of a knight crusader figure rather than a priest.

Someone with a lot of experience painting faces. The religious theme, clay and glaze may point to Spanish or Italian?

Youre right; lots of little bubbles, probably caused by the high tin content of the maiolica glaze.

I agree with Phil. the figure is a knight rather than a priest, he has a sword and shield

Could it be a Cardinal wearing a galero hat? Or a Franciscan friar with a rope rather than a sword down the side? Might be a halo rather than a hat.

A Wild guess. If it is a Crusader type figure and a tourist souvenir. The most famous of the Crusader religious orders is the Knight of St John of Malta. They ruled the islands for near 250 years from 1530 to the 1790's. Especially noted for the long Ottoman siege of Malta in 1565. So a big thing in Maltese history. A tourist souvenir from Malta then?
