It looks very much like one of those things produced in a Chinese's factory to be honest.

It's just decorative, if you like that kind of thing.

Lovely picture. I don’t think the frame is all that old; 1980s, maybe. It’s not the usual Chinese Factory Art but I can’t read the signature and might still be from a Commerical supplier
