Does this mark on the base of the charger look familiar? I think it is Japanese but I could be wrong.

It is certainly in a Japanese style but not necessarily made in Japan or by a Japanese person.

The cream colour glaze looks messy to me and so I don't think the potter is that experienced and probably local to you.
