From the shape and the glaze, and stilt marks, I would guess early 20th Century
art pottery, but can't really go any further.

I was thinking of Astra ware, but I'm not sure the base is right.

Try Wescontree ware they had a crossed circle ink stamp as well as candy ware

Candy ware kad flat bases, but the earlier Wescontree would be a possibility.

That’s right but the two are always associated for search purposes…the base is identical to the wescontree ware blue piece shown in the link you provided about half way down
