German maybe. They look like Shakespearean actors. It’s the sort of caricature figurine they like. Might be 19thC. Porcelain? Or a faux-alabaster maybe (a form of chalkware)?

There’s a similar one online listed as “Antique Passau German Porcelain Figure of Quasimodo - Dressel & Kister”, but it’s fully marked on the base. Yours looks like a chalkware copy
