Interesting wall mask for ID, possibly S a Howell. Empty Interesting wall mask for ID, possibly S a Howell.

A nice enough piece, I admire the glaze, but I'm wondering if it was done by a hobby potter.
Incised mark which I think reads as S a Howell, dated 1969.
Any help with ID and general thoughts welcomed, thank you.
