Unusual piece purchased at auction. I cannot make out what the makers mark says. North African or Italian maybe but not really sure. Many thanks Can anyone identify the makers mark 4a862c10

SAATI is very Italian but I can't find pottery in that name
what is the writing and numbers under the white glaze on the base?
