I had a poke around in Familysearch for plausible candidates, and the first "ER Templer" I came across looks quite promising: one Eldrid R Templer, described in the 1901 census in Folkestone as "DRAUGHTSMAN ROYAL ENGINEERS". Born Wimbledon 1879. Died 1935. I think "Eldred" is probably the correct spelling.
There's also an Edwin Richard Templer, his nephew, born 1903, but the RE draughtsmen seems to fit better, and maybe would explain both the strengths and weaknesses of the picture.

Edit: in the 1911 census Eldred Richard Templer was living in Lancashire, described as "ARCHITECT DARWEN PAPER MILL".
