The vase style looks early 20thC but I’d expect it to have a manufacturer’s stamp rather than an incised monogram. The base looks like it’s from a commercial mould of the type sold in 1960s craft kits, so I think it’s by a hobby potter

Looks pretty typical for mass produced budget ceramics to me, maybe from Asia.
