Approx 4 inches tall, 3 inches diameter at the base, less than 1 inch at the mouth. What is it for? Who made it?  Thank you for any ideas.

Probably a salt pot from a cruet, it would have had a cork in the top.
We have seen this arrangement before by other potters.

Not one of his recorded marks. I don't know who's it is. Closest in the Marks book is David C. White
