Bennington or no Empty Bennington or no

Hello all, just wondering if you would like to share your knowledge of American-made Parian ware. I think this is from The United States Pottery Company either during it's run or perhaps a stock piece after they went under. I am curious about how the figure of Virginia ended up with the raccoon eye look. Any thoughts? Thank you in advance.
