Mystery Pipe Tray with Fox & Hounds characters

I bought this wonderful pipe stand/ash tray about 20 years ago from a charity shop and have never managed to identify it
(I keep expecting to come across something similar but never do).
It features lovely humorous caricatures of two dressed hounds and a cheeky fox gathered round a bowl with two indents for pipes at the sides.
It's 260mm in diameter and has a cork backing with an illegible circular black ink stamp.
I've always assumed from the style its 1930's and I'm pretty sure the lower backstamp includes "England" but that's as far as I am.
Can anyone put me out of my misery?

The two characters look like cartoon characters. There was a Fox and the Hound cartoon film in 1981, taken from a book published in 1967. What makes you think specifically that it is a pipe stand? The pipe smoking generation was mostly an elderly one, and the figures look much more of a juvenile taste.

Thanks a lot for your comments. I'm pretty certain the two indents on the outer rim are for pipes (I'm from the pipe smoking generation!) and the dish really feels as though it's got age to it. There is surface crazing btw.
