It looks nothing like anything that I have seen by Michael Cardew, so I think that idea can be dismissed.
However, the decoration doesn't look familiar and so it got be thinking it has been decorated by someone having a go at learning the process at a pottery, most likely in the first half of the 20th century.

The dish itself looks well made so it might have come off one of the hump-moulds produced by the more well known studio potteries. The decoration is a bit uncertain so maybe a 50s-60s hobby potter or student
