ID and type of ware? Empty ID and type of ware?

It looks like a glazing fault known as crawling.

Possibly a student piece. The mark on the base doesn’t look like it was done by a professional U.K. potter, but it might be foreign. And a professional would not have sold a bowl with crawled glaze like that. However, the bowl itself looks well made so it’s possible it’s a glaze test piece
