Faience pin dish, Coat of Arms, VR IR mark

Wasn’t sure on maker or date and haven’t found coat of arms either.
1900s tourist piece from one of the coastal French towns?

There is a VR mark like this (in red) in the Desvres book.
However it is associated with the shameless copying of Delft
designs, where they also even copied the Delft signatures.
There are no other details on this mark, so it could be a copy,
or an original piece of Delft.
