Henry Hammond never did salt glaze, which this is. His work is also quite rare nowadays, as most of his time was spent teaching at Farnham. Honor Hussey is about the only other potter who uses a an HH mark.

It turns out there is probably no 'H' in this mark at all.
So I wonder if the mark is for the name TOFF :)

He started his Conderton pottery near Tewkesbury in 1985. He used this mark up until 1985. After 1993 he usd a signature of sorts.
