Does anyone recognise theis vase? Possibly German MCM

Hi.  Hoping someone can help id this vase which I think is German.  Found in West Yorkshire it measures 20 cm tall x approx 7 cms in diameter and weighs almost 430 gms.  It looks as if the matt black glaze was initially added and the the textured glaze applies afterwards.  On the base it is marked 'FOREIGN' on the rim and there is a very indistinct number that I think reads 1063.  Any help would be much appreciated.  Many thanks
