the design is called folk so could be an anagram

Strangley the base inside the rim has a distinctly green tinge to the glaze letters I've only seen/had pieces that have the usual printed mark/ paper label or no mark at all

the black glaze is actually extremely dark green, I often see it bleed into the white base glaze which reveals the true colour

Hard to see properly from the photo. But those base letters look extremely black.
As has been said, the 'black' used to paint the designs isn't a true black and bleeds a greeny/blue at it's edges. If those base letters can be scratched off, they are on top of the glaze and may not be original.

Thanks to you both for your suggestions. For some reasons didn't get notified of the last couple of replies . Only just seen them. The letters are indeed on top of the glaze and could be removed. I wonder who/why they were put there ?

Who knows why people do anything?
But the 'black' used in Celtic pottery is usually a real give away. I've seen several items where people have tried to hide slight damage with a touch of black paint. But when you see real deep black, with hard edges, on Celtic Pottery, it just stands out like a saw thumb - if you know to look for it.
