Satsuma bowl identification

A satsuma bowl. A few questions:
(1) Is it a chawan?
(2) Who made it? Does it say on the back?
(3) Is it safe to drink tea from? For the bowl and for me?

Best to check the Gotheborg website of Japanese and Chinese marks. Looks early 20thC. The over glaze enamels make it unsafe to use for food and drink. The gold decoration can sometimes peel off in hot water
