Can you identify this French or German porcelain figurines, numbered 1013?

I realised after posting on a collection you might be able to identify this, please. It has huge sentimental value to me and was apparently brought back from France during WW1 by my maternal Grandfather.

My first thought was one of the German porcelain factories, but French is also possible

Would you able able to tell me the names of the factories that it could have been made in, please, so I can get some info on them?
