No mark. Crinkled rim.
Incising motto would have taken a very long time.
Glaze colours either suggests an older piece or a foreign maker.

Thanks Hercules. I presumed it was poetry.
The song has hardly been recorded since the 1930s but the words are still around now online so I can’t presume the plate is as old as that tho’ it could be. The glaze isn’t what I’ve seen on more recent studio pieces.

It seems that the songwriters borrowed a much older proverb, recorded in that form in the 1880s:
