19thC transfer printed cruets totally unmarked, can you ID them? Empty 19thC transfer printed cruets totally unmarked, can you ID them?

Blue Willow type cruets totally unmarked. Blue Mustard 3-1/8" Tall X 1-1/2" Wide.  Black Pepper 2-1/2" Tall X 1-1/2" Wide.  Any help is appreciated.  I thought perhaps the way the tops fit might be a clue.
