Help ID - Is this German Pottery? Empty Help ID - Is this German Pottery?

This small vase has two swirly handles. Base contains three markings, two of which are numbers. The one in circle was impressed, could only see partial characters of "Made" & "In." Do you think this vase was made in Germany? Thanks in advance for your help. - Jamee

yes the handles look French/Belgian
