Thank you - yes I am new and when I added the second pic it only enable the second pic to enlarge - Sorry - I'll try to do better!!!
By the way I would like to say you have helped me a great deal just by telling me it was Russian - I found out it is a "Dymkovo Toy" I research things all the time but this had me stumped - I did try to translate the writing but no luck - Again Thanks for everyones help!!!!

From the label the manufacturer's name is Нохрина Г И, which a bit of Google translating reveals is GI Nokhrina, who has Dymkovo toy in the toy museum at Zagorsk dated 1969 called "The Goat and the Seven Young Kids".
