any id ideas small German? vase Empty any id ideas small German? vase

Any ideas folks on this vase 15 cms tall, mark on base very indistinct but fairly certain that it reads FOREIGN 240 15, it also appears to have remains of a green printed stamp over impressed mark,I am guessing perhaps German - but that is only guessing
