Ladies and gentlemen I am not sure if this is 20th Century so will bow to your combined knowledge.

Japanese,early 20th century,a type of cloisonne known as shosen,meaning few or limited 'wires',the mark looks a little like that of Gonda Hirosuke but can't be sure,
