Hat Pin Holder - Jewelry Industry Council - Anyone Familiar?

I know this is a Hat Pin Holder I just cannot find anything out about the Name on Bottom or the date and possible value of this item, any help would be appreciated....

Dunno much about this ,but we spell Jewellery with 2 LL's so possibly made in the USA

I have seen one on the net same as yours , they are asking $30, I think they were used as promotional or advertising pieces , Ed
