I would say no, but a later item, vaguely in the style of Iznik at best.

I could be wrong tho.

Has a very Orange Peel effect to the base, and also Three what look like stand marks !. No signature or marks of any kind ...

As an opinion from "way over here", I'm thinking Spain on this one, perhaps around 1950's or earlier. It is very reminiscent of Mexican Talavera pottery of that period, which is derivative of Spanish Talavera. The green glaze is the trigger though (as well as your location). The non-objective decorative motif also suggests Moorish roots which is consistent with Spanish (almost Moroccan) origin.
