Large Italy vase umbrella stand help identifying

Good evening, I am hoping that someone can help me with this piece I have.
I acquired it at an estate auction and know nothing about it. Just think it is a pretty and unique piece. I have tried to research it, but am not able to find anything on it.
This piece is rather large and was being used as an umbrella stand. It is about 17" high and 6" diameter at the opening.
Pretty yellow, black and white. It almost looks like the white was applied?
It is signed on the bottom. 15 . 203? What does that mean?
I would like to know as much as anyone can tell me. Age, maker, and so on.
I think the pictures can say a lot more about this than I can.
I feel I was fortunate to win this piece for only $5.00!
