It gives me the impression that somebody has used a Chinese vase to practice glazing, or has 'modernised' one to resemble the Midwinter pattern, the same as the Victorians did with old furniture. In the same way that heavy Victorian carving looks out of place on a Georgian table, the 1950's-style pattern just doesn't seem to sit right on that vase.

"a Chinese vase to practice glazing"
in my opinion the typical crazing of earthenware with white clay ("Steingut")

"the 1950's-style pattern just doesn't seem to sit right on that vase."
i agree, but the black painting seems to be underglaze, isn´t it ?
and the marks on the base should be painter´s signs (roman numerals ?)
Therefore i think it was professionally made but by whom and where ?
No idea.
