SCULPTURAL LAMP BASE 01614

I bought this a few years ago at a fair , before we got it home somebody walked into us and bump ! broken in many pieces at the top , so took it out today and glued a bit back , it has puzzled me as to the maker might be 17" High and seal mark , any idea who's style this might be ?
