no I'm afraid not,the clay is wrong and the quality also.
I have a judge that looks very similar to Chelsea,I'll check to see if he matches yours

The clay is actually a fair bit darker than in the picture, due to the flash.

the chelsea models are smooth terracotta clay but yours looks rough and gritty?

The glaze that’s got onto the base makes it look a lot rougher than it is, like on some Chelsea dishes, it is slightly course, but not what I'd call gritty.
Having had a better look, it seems the face/hands have been painted that colour.
Google'ing Chelsea does not seem to be showing any figures that I had seen that make me think Chelsea, so could be another maker that I have mixed up.
There is something very familiar about it though.

Very hard to really tell, as even the base on mine has been painted / glazed, but I think it may be a little different, looking at the hole in the sign (it lifts off) I would say the clay is slightly courser and a bit darker.

By the way the height of the judge himself is 4 inches, yours look a lot taller?

they came in all sorts of heights,I think some were even made to look like real judges of that time as they were commissioned pieces (probably presents for the judges themselves)
