Bearded figure - unknown mark - MW ?? Empty Bearded figure - unknown mark - MW ??

Hi all,
The boyfriend of my Niece has picked up this studio figure.
I'm told it is a solid figure, so possibly a paper weight ?
The mark looks to me as if it could be MW, on top of each other.
Anyone recognise the figure or maker ?

the stamp is very professional but the modelling is of the worst quality so I would guess it's touristware?
