Pottery ladle or long handled cup has me stumped....thoughts please

I've had this a while and have been unable to identify it. My interpretation of the impressed marks are, left to right, a wave, a man in a boat, a fish. This piece makes me think of all the times I've seen cowboys take a drink from a barrel in a movie or on a show like Bonanza (ok I know I'm dating myself now, lol), there would be a cup much like this tied to the barrel or water trough with a piece of leather thong or rope. I highly doubt this is an old west artifact but that would be way too cool, lol...Thoughts on the origins or era? Thanks tons.
