Candle holder, painted decoration, fish mark, dated 1969, + signature(?) Empty Candle holder, painted decoration, fish mark, dated 1969, + signature(?)

Candle holder, hand painted geometric decoration in nice colours, 13.5 cm diameter, 9.3 cm high.
Painted fish mark in the center of the base, plus date 1969.
Inside of the base with a signature I cannot decipher on one side, and "M" on the opposite side.

Any idea where it could have been made?
