Could the mark on the back be IV -as in 4th in a set of tiles?
If it wasn't for the European looking mark I'd have suggested Japanese/Korean.

I have two similar though with a fish design.
Bought from Oxfam (new I think) 15-20 years ago. Mine have the '2' or 'Z' mark in the circle and also "MEX"
