I believe that it is a 1950s piece by Ernest Collyer, who potted alongside his wife, Pamela Nash. They originally started potting in Stanmore and I think moved to Hampstead before finally leaving the London area to live on the coast at Winchelsea in 1976.
Not sure how easy it would be to get a definitive answer though.
