The throwing rings and the way that it is signed do suggest that it is someone in the process of learning to pot but I like the design very much.

Might be, although I strongly suspect 1964 would be too early for such things. Aborigines were still treated as 2nd class citizens back then.
You'll find several good websites with pottery marks if you google 'Australian pottery marks'. There's a lady called Judith who's put a load on flickr.
