They are listed on ebay as designed by Harvey Knox, Japan - the monogram is HKJ. Made by HHH.
I can't read Japanese so I can't tell you anything about HHH.

Seems that HHH is probably just the wholesaler rather than the manufacturer. Earlier models (1980s) have the HKJ monogram and are stamped Global Art (TM). Harvey Knox Kingdom. House of Global Art.

On further digging it seems the House of Global Art was an off-shoot of Goebel:
