The mark is the "Langle ware" mark used 1883-90.
impressed 23 is the shape/size code.
Impressed G is the decorator's mark.
Incised 23 is the glaze code (Salmon).
Other incised numbers are design/decoration codes.
The gold 4 is the gilder's mark.
These jardinieres were produced in large quantities at this time, and are fairly
common survivours, despite their age.

No they are right, early 20thC, made in large quantites for several years.
Usually well marked, maybe made for a retailer who asked them not to be marked?

Found it. It's Langley Ware art pottery, made at the Langley Mill Pottery, Derbyshire around 1890. Buttercup pattern, incised slipware, possibly a design by Daisy Calvert?

This is the Loopy Langley mark, used 1896-1930, but the style, makes
it pre-1900. Unless monogrammed, the designer is difficult to attribute.

What is it ( it’s clearly been used as a planter or drip dish) ? And is there a code number

I would suggest it's a bulb bowl. Langley, and Denby, both made them in large
numbers. It would be from the 1930s.
